The Ocean Policy Advisory Council (OPAC) was created in 1991 by the Oregon legislature to provide coordinated policy advice to the Governor and state agencies on ocean resource issues. OPAC provides a forum for convening all interested parties to discuss and resolve ocean resource management questions and also prepares and maintains a plan for managing Oregon’s Territorial Sea.
